At least 106 people are dead or missing after Tropical Storm Ketsana pummeled Manila and the northern Philippines, triggering the worst flooding in more than four decades.
The typhoon, one of 20 expected to hit the country this year, made landfall on Saturday, dumping 42 centimetres of rain on the northern provinces in just 12 hours.
As many as 59,000 people were evacuated to schools, churches and other temporary shelters. But many more were trapped on top of buses and rooftops and even hanging from high-voltage power lines.
Troops, police and volunteers have so far been able to rescue more than 5,000 people, but at least 83 are dead and 23 missing.
The clean-up began on Sunday, even as parts of the capital remained submerged in three metres of water.
According to a 2006 census, Toronto is home to about 172,000 Filipinos.
