City councillors are slated to vote Tuesday on whether pet stores should face tougher rules.
Council will consider restricting pet stores to selling dogs and cats that only come from humane societies, shelters and certified breeders.
The city currently doesn’t certify breeders.
The idea is to curb the illicit puppy mill industry. Animal rights advocates had been calling for an outright ban on the sale of dogs and cats in pet shops.
If the vote passes Toronto would become the second city in Canada to tighten the rules for pet stores. Richmond, B.C. banned the sale of dogs in pet stores in 2010.
